I hope you did manage to look at the interview with Jacques Borel, which was on the last Flyer. There may have a been a link error which caused a problem, so go to the Aude Flyer website and have a look in the archive of the 23 Jan.  He looks like a nice man and a human dynamo if half his credits are correct.

It’s slipping into a better time to be a seller of a property in France rather than a buyer that is if you are selling in Euros and transferring to Sterling.  There seemed to be little reason to me for the pound to be getting stronger, I suppose it could have been a Euro weakened by the Greek problems.  Now all that appears to have gone quiet perhaps the Euro is strengthening or the pound is about to be downgraded by ratings agencies or a bit of both?  However with Standard and Poors being sued by the US Department of Justice maybe they won’t want be changing anything. 

 The US Attorney General Eric Holder said of S&P's:

 "This alleged conduct is egregious and it goes to the very heart of the recent financial crisis," How often do Americans come up with words of which I have neither clue as to their meaning nor have heard before?   I looked it up:


  1. Outstandingly bad; shocking.
  2. Remarkably good.



 I presume it must be the first meaning of the adjective and the synonym 

I frequently watch BBC news early in the morning and I have the subtitles on so as not make too much noise.   A few days ago there was a piece on the excavations in a car park in Leicester and yes ok, you’ve heard about it.   However in explaining, this now will not be as effective as it was when it happened, I would still like to share it. It was indeed about Richard the hunchback. The audio referred to Richard III and in the subtitles it came up as ‘Richard Diederich’.  I have no idea how although I had presumed that it was automated and sometimes corrections appear at the end of a sentence and I thought that the latter amendment was done by someone live in the studio.  In this case a correction came up “Richard the ferret”.   Oh how I laughed, certainly  waking the whole household and probably the rest of the street!   I guess you had to be there, but I like that name and I think it will stick. Perhaps corrections are done in India where they have the vocabulary but not the names of British Monarchs. 

If you follow Pancake Day and Shrove Tuesday on the UK system then it’s next Tuesday.  If you prefer to go for a crêpe then you missed it.   I always thought they were one and the same but the French day is Candlemas, Chandeleur which is always on February 2nd, midway between the shortest day and the spring equinox.  

Whilst you are at it you may as well get into the Chinese New year celebrations which are on Sunday.  It’s a snake year 2013.  At least you can now buy some reasonably priced Asian food stuffs in the bazaar section of your local supermarket. 

There have been some more announcements of artistes playing at the Carcassonne Festival, David Guetta, Arctic Monkeys, Smashing Pumpkins, Liza Minelli, Mark Knopfler and Patti Smith with Lou Reed.  Oh yes there was of course Sir Elton, which i had missed. I think there will be more to come.   Do send things in that you hear about and do pass the Flyer on to others!

We have just had our Spectrum annual conference and as always, it was a great opportunity to get together with colleagues from the six countries in which we operate. It’s a chance for us to exchange views and discuss issues that are common to all our clients, wherever they live.

We had presentations from leading investment managers including BlackRock (the world’s largest investment house), J P Morgan Asset Management, Kames Capital, Jupiter Asset Management and Henderson Global Investors. Overall, these managers are positive about 2013 and some common messages emerged from the speakers.

Generally, it is thought that the worst of the Eurozone debt crisis is behind us. Investment markets are more confident, as a result of the support being provided from the European Central Bank. Interestingly, whilst such countries as Spain and Italy have not yet actually taken advantage of the support from the ECB, it’s enough for investors to know that it is there, if needed.

Every investment manager commented on whether or not we are experiencing a ‘government bond bubble’. The general consensus was that we are not, but that certain sovereign bonds are overpriced. Pension funds and insurance companies are the major investors in the bond markets and since regulation requires these entities to invest a certain amount in fixed interest investments, demand should continue. That being said, investment managers will continue to be selective about the bonds in which they invest.

On the US and its budget deficit, it was felt that the main issue is the cost of pensions and healthcare. In reality, the avoidance of the ‘fiscal cliff’ has only been postponed, but it was not felt that this will cause major issues in the investment markets, as there is a strong belief that the Republicans and Democrats will reach agreement on the actions to be taken.

The presenters also all agreed that for the next five years, emerging market countries are likely to be the biggest contributors to global growth, due to increasing consumer demand and the fact that these countries are not saddled with huge amounts of debt.

We also had presentations from several product providers, including Prudential International, Skandia International and SEB Life International. All provided interesting presentations on developments in their products, focused upon the needs of expatriates.

The Standard Bank was represented and we can look forward to the next structured product offering in March, which will provide a guarantee for the investor’s capital as well as a share in any positive stock markets returns. Added to this is an additional bonus from ourselves, as part of our fair dealing approach to our clients.

Last - but not least - was a presentation from Currencies Direct. As well as outlining the variety of services that the company can provide to meet expatriates currency exchange needs, with no hidden charges, we watched a video of the services being put into action. The end result was that we could understand why this company has so many very satisfied clients.

As can be seen from the above, we are constantly working closely with investment managers and product providers to find the best solutions for our clients and we like to share this with you. Many people have attended our seminars throughout France and some of you reading this may have already been to one of these events, Le Tour de Finance, which usually takes place at the Domaine Gayda every October. The Gayda seminar is always popular, but for some people in the Aude, is just a little too far to travel. So this year, there will be another event in Narbonne, Thursday, 21st March 2013 and this will give you the opportunity to listen to many of the speakers that we had the privilege of hearing at our own annual conference.

UPDATE:  The Political Representation of the British Citizen.
All British Citizens must be Represented in Parliament!

1.  House of Commons   The Electoral Registration and  Administration Bill.

The third reading of this Bill took place in the Commons on the 29th January.   It attained Royal Assent on the 31st January and is now law.

Amendments to this bill to give expatriates life-time Representation were tabled both in the Commons (by Mr. Geoffrey Clifton-Brown M.P.) and in the Lords (by Lord Lexden). Both argued the case well.  Lord Lexden twice introduced these amendments and spoke most vigorously.   On all three occasions these amendments were withdrawn under Government pressure.

But out of this Lord Lexden has been empowered to establish an all party committee to consider the position of Representation for all expatriate Citizens. This may give us in the end a better system of Representation beyond just the life-time right to vote for the MP of the last British constituency where one last lived.

2.  European Union Letter from Mark Harper MP.  Mr Harper has been a junior Minister in  Government for several years.  He replied to observations from me on expatriate Representation  relating to the EU in/out controversy,  as follows.

"At this stage it is unknown as to what possible shape any franchise may take. I am confident, however, that it would be decided upon the fairest basis, to ensure that all who have an interest in the affairs of the UK's relationship with the EU will be able to have their say."

          I have asked for further expansion.  Mr. Harper is well aware that: :--

·  I will lose my franchise (vote) this August (15 years limit)

·  That I have a profound interest in the relationship of Britain in the EU.

·  That very large numbers of the one million British Citizens living in mainland Europe will not have any say in any referendum as things are at present. 

        So is it that Mr. Harper knows more than he discloses? 

If Britain pulled out of  the EU without positive consideration of the British Citizens in Europe then…..

No British Citizen would have automatic Right to live in the EU area.

Medical support (finance) would cease for British Citizens in Europe, especially affecting the 450,000 pensioners.

The Health Insurance Card would cease affecting all travellers from Britain.

State pensions would be frozen.

European Citizenship of British Citizens would cease.

Meanwhile  ---  The effect on British Industry:-

Customs duties could apply to all imported goods from Britain. This also affects the Citizens in mainland Europe! And all British industry.

In Britain – Farms would not receive European farming subsidies. 

3.  The Petition for Political Representation of the expatriate.

In two weeks since the 18th   January, the numbers of signatories on this petition rose from 20 to 875

This petition is currently leading amongst the active petitions on the Government site.

But  knowledge of this petition does not get about quickly. It is not widely known.

To get a response from Government it needs 10,000 signatories.

To get a Debate in parliament it needs 100,000.

If one British Citizen in ten in Europe signed it would exceed 100,000.    If one State pensioner in five in France alone signed it would exceed 10,000.

All citizens in Britain can sign.... 

Is it not sensible to encourage your families and friends in the UK and everywhere to sign this petition.  It is necessary that someone in Westminster knows of  us, and our fears and desires, and can speak for us, if any discussions take place affecting our future.

All British Citizens must be Represented in Parliament!

Further to my comment about those white grubs one finds in the soil a few weeks ago, my thanks to a Flyer reader who has pointed out that the hanneton can easily be mistaken for another grub - the cétoine dorée (Cetonia aurata or rose chafer) which actually helps in the compost heap and is not at all harmful.  This correspondent sent me an article from Rustica magazine which I would be happy to copy to anyone who is interested in following this up.

The days are starting to get longer and we are looking forward to spring.  A good time to get out into the garden and start to prune summer flowering shrubs - those which flower on the current years growth.  Don't forget to keep deadheading winter pansies for a longer display of colour and if you have a windy garden do check on plants that may have been affected by wind rock and firm them in.

More plants are starting to come into flower, including hellebores.  The Mediterranean native Helleborous argutiflorus has pale green flowers and  Helleborus orientalis cultivars are now available in a huge range of colours and speckled forms.  Hellebores like shade or semi shaded positions and well drained soil.

Whilst I agree that David Cameron’s latest statement gives all Expats ‘food for thought’, I strongly object to Var Village Voice suggesting that people who do not agree with their views on Expat Voting rights are apathetic (“This is the result of sheer apathy”). What right do they have to tell me or anyone what to do/think?

I, and I feel sure many other Epats, subscribe to the view that as we are all adults we are responsible for our own actions. If as UK citizen + resident you choose to live in another country, that’s your own decision and your own responsibility. If your country of residence has for several years been outside the UK I see no reason why you should have a say in what goes on in the UK. Please don’t give the old “no taxation without representation” rubbish as taxation is a very small item on the agenda of what a vote counts for.

Simple suggestion, if your not happy with the situation – go back to the UK, I assume you came here of your own free will and knew what you were doing.

Just a Tap on the Shoulder...

A passenger in a taxi leaned over to ask the driver a question and gently tapped him on the shoulder to get his attention. The driver screamed, lost control of the cab, nearly hit a bus, drove up over the curb and stopped just inches from a large plate glass window.

For a few moments everything was silent in the cab. Then, the still shaking driver said, 'Are you OK? I'm so sorry, but you scared the daylights out of me.' The badly shaken passenger apologized to the driver and said, 'I didn't realize that a mere tap on the shoulder would startle you so badly.'

The driver replied, 'No, no, I'm the one who is sorry, it's entirely my fault. Today is my very first day driving a cab. I've been driving a hearse for the past 25 years...
