Well, the world has got madder, if that was possible.

Berlusconi floats back to the surface.  Mugabe and Zuma gone.  Trump fires Rex, and Kim Jong doodah wants to meet his adversary in hair wars.

Putin and Trump are still playing to the crowd to boost their popularity with the proletariat? Surely not.

There is a petition to dismiss Russia as World Cup hosts, now that would be amusing if it were made to happen.  I suppose it would depend a lot on if FIFA have really cleaned up their own act.

If there are those fabled Pearly Gates let’s hope they have handicapped access or Stephen Hawking will be carried in there with Jim Bowen on one side and Sir Ken Dodd on the other with cries of ‘How tickled I am’ and ‘Look at what you could have won’.  Sorry it was an image that popped into my head.


Clearly Norway had a special arrangement at the sliding about Olympics and came top of the medals table, a good way in front of German. It must have looked like a rerun of The Heroes of Telemark, with less heavy water and no Kirk Douglas.

Apologies for the break in service with the Flyer, a work project overtook me. Normal service is resumed as of now.

Lost in France

I’m glad to see someone has been reading my complaints and even better that they are giving the opposite opinion to mine.

I’m also glad to see it isn’t just us who experience the ‘real time’ system of French bureaucracy.  Sometime ago my partner and I had a PACS Pacte Civile de Solidarité.  And before I go into a mini rant, I applaud the French system for allowing this to exist between heterosexual couples.  How strange is it that the UK only allow civil partnerships between same sex couples!

I decided to do it myself, dispensing with the lawyer’s services which would have cost us €300.  To cut a long and boring story short we had to provide numerous documents from the French authorities and the UK authorities, proving that we existed, we had been born, we were British, we didn’t already have spouses hidden away, we didn’t have criminal records. 

Part of the documentation were translations of our birth certificates. At our appointment for the PACS in the Tribunal d’Instance in Carcassonne this was the first time that the ‘greffier en chef’ had seen our documents.  She went through them page by page checking they were correct.  We were surprised to see that she picked up the French translations of our birth certificates and asked who had done it.  I admitted it was me.  It should have been done and stamped by a licensed translator.  She could at that point have refused to do the PACS but she let us off.  Wouldn’t it have been better to have checked beforehand that all the documentation which had taken us 6 months to get, was ready prior to the appointment?

Since then, a friend has tried to get a bank loan.  She provided all the documentation but as she sat in front of the bank manager, he asked her for something she didn’t have.  Again wouldn’t it have saved everyone a lot of time if she had been told she was missing a document prior to her arriving? So instead of coming out with a bank loan she had to spend days trying to get the missing file?

And again, other friends were in litigation with a neighbour over a property and it was only when the two lawyers and the two parties sat down together that one of the lawyers read the details of what the litigation was about.  What do any of these people do if they don’t prepare themselves in advance?  Rhetorical question, but if you have an answer I’d be interested to hear it.

Spring into Action

In my last article from early November 2017 I set out the proposed French tax changes for 2018. After some fine-tuning of the proposals the actual changes came into effect from 1 January this year, the most noticeable of which were the introduction of the Flat tax on revenue from capital, and the replacement of the Wealth tax (Impôt de Solidarité sur la Fortune, or ISF) previously levied on total assets, with the new Impôt sur la Fortune Immobilier (IFI). So, at the time of writing, with “the Beast from the East” sweeping its way across most of Europe last week, you would be forgiven for thinking we are still in the depths of winter rather than into the first month of spring. Spring is my favourite time of year. With any luck things will settle down to normality very soon and we will be enjoying the longer, warmer days with the spring flowers in abundance and the sense of anticipation that summer is just around the corner.

BUT… (of course, there has to be a BUT) along with spring come the, oh so loved, blue and pink Tax Return forms that will be arriving in our post boxes very soon. Over the last couple of years my Spectrum colleagues and I have been writing about the existence of the Common Reporting Standards (CRS) that are now well and truly in operation, whereby financial institutions of the EU and many non-EU countries around the world are exchanging financial information in order to combat tax evasion. If you have been receiving letters from your bank or investment providers asking for your country of residence and Tax Identification Number (TIN) – this is why.

Thus, if you are French resident, it is very important that you declare the existence of all bank accounts, assurance vie policies and any other income generating investments held outside of France, even if you do not draw on the income. Failure to do so can result in severe penalties - €1,500 for each undisclosed bank account or policy (which increases to €10,000 if this is held in an uncooperative State that has not concluded an agreement with France to provide administrative assistance to exchange tax information). Furthermore, if the total value of the bank accounts and policies not declared is at least €50,000, then the fine for each is increased to 5% of the value of the account or policy if greater than €1,500 (€10,000 if in an uncooperative State).

You can make the declaration by listing the information on plain paper and attaching it to your Tax Return. Even bank accounts with a nil balance should be reported. In addition, if you have closed any foreign bank accounts during 2017, the accounts should be reported and the date of closure mentioned.

Unless you will be submitting a Tax Return for the first time (in which case you must complete a paper return) you are required to submit on-line in 2018 if your net taxable income (revenu fiscal de référence) in 2016 was greater than €15,000. However, you are granted an exemption from this requirement if you do not have an internet connection at your home. There are plans for paper based declarations to be completely obsolete by next year.

If you need to complete the pink form for anything other than pension, then perhaps you may be paying unnecessary taxes and therefore might benefit from a review of your financial situation. So don’t wait until May to gather all the information together, make a start now and get organised so that any action needed can be identified and taken care of before the “silly summer season” is upon us - it’ll be here before you know it!

Windows 10 Creators update 1709,


With the Windows 10 Creators Update, Microsoft are introducing some fun, new ways to get creative – from bringing mixed reality and 3D to the masses, to faster broadcasting for gaming, to turning photos and videos into real memories, and so much more. The code number for this update is 1709, most Windows 10 computer have now upgraded to this version automatically.



The Next update 1804 is due very soon maybe even before the end of April, its always a good idea to keep Window sup to date as it has many new features some of which are listed below for 1709 but most importantly it improves security and fixes many vulnerabilities. 



New to Windows 10 version 1709, The reimagined Photos app now gives you the ability to add filters, text, 3D effects – and soon full 3D objects – and even digital ink to your photos and video clips for great storytelling complete with soundtracks, themes, and transitions.

With Mixed Reality Viewer, you can see 3D objects – either from the community or your own creation from Paint 3D – mixed into your actual surroundings through your PC’s camera for powerful ways to bring your story to life.



Voice-activated Power Commands. In addition to exciting voice-activated features like reaching Cortana above the lock screen, you can now ask Cortana to shut down, restart, or sleep your PC.


Improvements to the Edge browser.
