I hope that Credit Agricole don’t start finding new ways to charge account holders as they try to recover the €708m they lost when they bet on a Portuguese bank.

 

No sooner had Frank the Dutchman got home from the events to commemorate the beginning of WWI, at which he held hands and embraced the German President Joachim Gauck, he was off saying that Germany must produce growth for Euroland, rather than getting his own house in order. Anyway, the German response was to say there was nothing wrong with their current course.

 

There doesn’t seem to be much difference between Mr Blatter, the self-elected king of football, and Bernie (the Bribe) Ecclestone. Allegedly the latter gave a bribe so the UK revenue wouldn’t hear about certain things. And it ends up in court. How can it be right that the accused can then produce a bribe to the court and the whole case is dropped?

 

He seems to have some similar views on things as Sepp, here are some of his corkers:

 

In a Times interview published on 4 July 2009, Ecclestone said "terrible to say this I suppose, but apart from the fact that Hitler got taken away and was persuaded to do things that I have no idea whether he wanted to do or not, he was – in the way that he could command a lot of people – able to get things done." According to Ecclestone: "If you have a look at a democracy it hasn’t done a lot of good for many countries — including this one". He also said that his friend of 40 years Max Mosley, the son of British fascist leader Oswald Mosley, "would do a super job" as Prime Minister and added "I don't think his background would be a problem."

 

 

 

In 2005, when speaking about IndyCar racer Danica Patrick, he remarked "You know I've got one of those wonderful ideas ... women should be dressed in white like all the other domestic appliances."Ecclestone later called Patrick to apologise, but repeated his comments, before apologising a second time. In February 2000, he said that women would never excel in Formula One, stating "she would have to be a woman who was blowing away the boys. ... What I would really like to see happen is to find the right girl, perhaps a black girl with super looks, preferably Jewish or Muslim, who speaks Spanish".

 

 

In February 2014, Ecclestone referred to Vladimir Putin's stance on the "publicity of homosexuality" by saying: "I completely agree with those sentiments and if you took a world census you'd find 90% of the world agree with it as well".

 

 

 

No doubt all you cassoulet fiends will have been starving yourselves for months so that you are ready to cope with the Festival at the end of the month in Castelnaudary.

Lost in France

Here in the land of the Tour de France where cyclists are kings of the road (note I say 'kings' without being sexist because the number of women cyclists I see are few in comparison).  Being kings of the road they are tricked out in the latest lycra tops and shorts with their teams and towns (however small) emblazoned on their backs.  Their sleek bikes launching them up unfeasibly high gradients and they take precedence over motorists on the tiny twisting roads.

 

 

But where do they get these beautiful pieces of machinery repaired?  I don’t imagine they are ALL experts in bike repair.  There does seem to be a lack of repair shops.  I would have thought where cycling is such an important sport and pastime that there would be a glut of cycle repair shops or at least as many as vehicle repair garages.  My 'under the weather' bike has slipped further into sickness by losing some sort of nut or bolt off the gear wheel.  I can't cycle it anywhere and I need to find a cycle repair shop in my nearest town.  I look in Les Pages Jaunes and also check with a friend, and there is just the one bike repair shop local to me,  which happens to be either permanently closed or doesn't pick up the phone. How can this be with such a popular sport that there aren't more places to get ones bike fixed?   Or is this just another lost opportunity?

Quite a few of my meetings with clients new and old recently have focussed on the thorny issue of inheritance.  I think most of us are aware that this can cause problems for expatriates living in France.  More recently some of us seem to think that the problem is about to go away.  It isn’t.

 

What is true is that we will be able to adopt the laws of succession of the country of birth over the country of residence from August next year.  What we have to realise though is that although this is indeed a relaxation of the strict Napoleonic succession code, there are no plans to change the taxation structure that goes with it.  Whilst we will then be free to write estranged children (a sad but relatively common problem) out of our Wills, leaving substantial amounts of money or property to non-blood relatives will arouse glee in the ‘fisc’ as they will pick up 60% tax on the vast majority of it.

 

At this point many of you will be expecting me to veer off on my favourite tangent and harp on about how assurance vie can be the answer to all these ills, but I’m not going to.  If that disappoints you, please feel free to drop me a line and I’ll rectify that situation.

 

Instead I’m going to stay on inheritance, because there are a few other aspects to this inevitable situation that some of you aren’t sure about.  At present, children are ‘reserved heirs’.  They enjoy special rights, and they have relatively generous tax free allowances that they can use from both parents.  Rather unfairly though, step-children do not share these rights.  If you die and leave an estate to your stepson or stepdaughter, he or she will pay the full tax rates, with no child tax free allowance.

 

Another inheritance issue that trips some of us up is what happens when we inherit from our own relatives.  Succession tax is payable by a French resident who receives a gift or inheritance and who has been resident in France for at least 6 out of the 10 previous tax years. That’s the bad news.  The good news is that under specific provisions laid down by the UK/France Double Taxation Treaty, we are exempt from this tax law as long as the relative was not also a French resident. So if we inherit from a parent, or in fact from anyone who lived in the UK, we do not have to declare this for tax purposes in France.  If that benefactor was a French resident though, be prepared to fork out a substantial amount in succession tax. 

 

 

These are just three of the common areas of confusion that I come across regularly in my discussions with clients.  There are many more complicated issues that need to be addressed if you want to have a trouble free transfer of assets when you or your loved ones die.  This can be a self-educating process, especially if your family circumstances are relatively straightforward.  If not, the best person to approach to establish the facts is your notaire.  If your French isn’t up to it, find a notaire who speaks English.  There are plenty of them about.

 

In many cases your financial adviser should be your next port of call, specifically to put in place financial strategies that can help circumnavigate many of the problems.  Assurance vie will probably figure highly in this process. It is the ‘aspirin’ that cures many a financial headache.

You have seven tricks and need two more. If you let the defence in they may be able to cash three more heart tricks to set the contract. First try the spades. If they are 3/3 you can then cash the Ace and King of diamonds to see if the Queen drops and, if it doesnt, you can try the club finesse. If the spades are 4/2, then you must finesse the Jack of diamonds and hope that the suit then breaks 3/3. If it doesnt, youll have to try the club finesse for your ninth trick.

Border Crossing

A man on a bike, carrying two sacks on his shoulders, was stopped by a guard while crossing the US-Mexican border.

"What's in the bags?" asked the guard.

"Sand," the cyclist replied.

"Get them off. We need to take a look."

The guard emptied the bags and found out they contained nothing but sand. The man reloaded his bags and continued across the border. A week later, the same man was crossing again with two more bags. The guard demanded to see them, and again they contained nothing but sand. This continued every week for six months, until one day the cyclist failed to appear. A few days later, that same guard ran into the cyclist in the city.

"Hey, where have you been?" the guard asked. "You sure had us wondering! We knew you were smuggling something across the border. So tell me and I won't say a word. What was it?"

The man smiled and told him the truth. "Bicycles!"

 If you haven't already done so August is a good month to prune stone fruit trees (arbres à pépins) such as apricots, plums and cherries.  These trees tend to bleed when pruned and pruning them during the hot weather will tend to reduce this tendency and any bleeding will dry out more quickly.  One often sees advice suggesting that some sort of wound paint should be applied after pruning but the latest advice from the RHS (Royal Horticultural Society) is that it is better to leave the wound to heal naturally in the sun.


August is also a good month in which to order spring flowering bulbs, if you are looking for something special then Bulb'Argence (www.bulbargence.com) is a very good source although it is often easier to order from large companies such as Peter Nyssen.  Remember to look for bulbs which are suited to the local climate rather than necessarily thinking that old favourites from the UK will flourish here.

During the summer months many of the Mediterranean native plants have finished flowering but there are plenty of other plants giving a good show of colour.  Some readers will be aware of how much we value salvias at La Petite Pépinière and Salvia Indigo Spires is a wonderful plant for summer colour blooming from mid June well into the autumn.  It is a herbaceous plant which grows to about a metre tall and likes a sunny position.  Indigo Spires is generally hardy to about -5°C so protect the rootstock in winter and take a few cuttings as an insurance policy.

Regular opening times at La Petite Pépinière are limited to just to one weekend a month but the garden is always open by appointment - just email or phone to organise a time.  We encourage people to visit the garden during the summer to look rather than to buy!   Regular opening times for the next few months will be  8/9/10 August, 12/13/14 September, 10th, 11th & 12th October and 7th, 8th & 9th November.  Remember too that we are always happy to organise guided visits of the garden here for groups.
