France continues to isolate itself rather than embrace the modern world.   Many of you joined Crashpadder when I featured it in the Flyer for many months a few years ago, and that company was consumed by a US business doing the same thing - Airbnb.  France has raised doubts as to whether this company is legal and has fined one Frenchman €2,000 for illegally subletting his apartment on the site.

 

“It remains difficult to precisely estimate the activity (of websites like Airbnb), because they are not domiciled in France and not listed on the Paris stock exchange” the report by MPs Eric Woerth and Monique Rabin said. “They are also not subject to the annual requirement to disclose their accounts. It seems that their figures remain secret,” said Woerth.

According to Le Parisien newspaper Nicolas Ferrary, in charge of Airbnb France told lawmakers: “I am not in a position to respond to your questions,” when grilled by Woerth and fellow MPs.

According to figures quoted in Le Parisien, Airbnb helped accommodate 600,000 tourists in France last year.

 

Apart from the fact that rental sites like Airbnb, which has six million subscribers around the world, are not regulated in France, government coffers also miss out on the compulsory “tourist tax” or taxe de sejour, that is levied for every night stayed in hotels.  The tax is currently worth €1.50 per person per night, and even though a plan to hike it up by as much as five times has been postponed by parliament, France’s hotel bosses still claim that Airbnb provide unfair competition.

 

The government is expected to tackle the issue after the summer break and the hotel industry will no doubt back any reform that brings the company into line with the rest of the industry.  Although cases of illegal subletting are nothing new in France, this is the first known case in France involving the website.  By French law, landlords are forbidden from renting out their main apartments for less than a year, or nine months in the case of a student.  With seasonal rentals the only obligation concerns secondary residences in towns with more than 200,000 inhabitants, where the landlord must register at the town hall, according to Le Monde.

 

“The problem is not so much Airbnb, or other similar sites, but rather subletting in general,” David Rodrigues a legal advisor at the CLCV housing association told the paper. “You need a written authorization from the landlord and the rent cannot be higher than the price per metre squared that you are paying.”

 

Founded in San Francisco in August 2008, Airbnb has 500,000 listings in 33,000 towns and cities in 192 countries. In April the company was valued at $10 billion.

Now there is doubt if the French Government will be able to put the kaibosh on the Netflix launch as part of a continental European rollout. The decision to go ahead with a French launch follows months of contentious negotiations between Netflix executives and the French government, which has put pressure on the US company to meet a number of rules designed to protect the French TV and film industry from foreign competition – the so-called "Cultural Exception".  For example, existing video-on-demand (VOD) companies are barred from streaming films until three years after their cinema release, while streaming services based in France with annual earnings of more than 10 million euros are required to hand over 15 percent of their revenues to the European film industry and 12 percent to French filmmakers.

 

After what seems like months of reports on the  Malaysian Airliner brought down over Ukraine, with people saying early on that “the black boxes have been taken to Moscow “ and “the separatists have removed bodies”  now they say they have found nearly all of the bodies but that the count doesn’t correspond to their number. Then remarkably video turns up of a man with a red (black) box in his hands. The BBC have said there would be no advantage of getting into them and falsifying data even if it was possible. You couldn’t make up this whole story.

 

 

The Tour de France - what a delightful event, unless you need to go somewhere, then it  is the worst case of road works man could have invented.

Lost in France

There is a lot of dog poo here and particularly in summer it can get a bit stinky.  In some places walking through the village is a mine-field as there are several piles of dog poo dotted about in one small area.   No one appears to take responsibility for dog poo or dogs barking or any kind of antisocial animal behaviour. I’m sure people do care but no one seems to do anything about it.

In a country renowned for its rules, regulations and a bureaucracy which govern the everyday life of humans, when it comes to human response to animal behaviour nothing is done.  It’s a case of ‘live and let live’ no matter how one is affected, no one says a dickie bird.

Case in point: one summer a few years ago some ‘crusties’ rented a house two doors down.  Their traveller friends, studying at circus school (they really did – their van was illustrated with jugglers and clowns) parked up in the car park and stayed with their friends for a couple of days. They had a dog and the street filled up with dog shit which in the heat stank. They didn’t take their dog into their friend’s house but left it in the van. The dog barked, and barked, and barked. And because of the weather everyone had their doors and windows open, everyone could hear and no one did anything, even the person whose house their van was closest to and he was the deputy mayor.

 I am on the Hawaiian island of Kauai as I am writing this and so it is very difficult to think about investment markets and French taxes. But the deadline is approaching and so I must write something!

 

We came here to celebrate a family wedding and after three flights totalling 23 hours and a 12 hour time difference between here and France, we were a little jet lagged for a few days. Happily, we recovered before the wedding and father walked daughter down the aisle – well at least down a path that led to the beach! The ceremony was beautiful and very personal, as the couple exchanged the vows that they had written especially for each other.

 

The island of Kauai is also beautiful. Known as the garden island, which is no surprise as there is a mass of plants and flowers everywhere. The colours are so vibrant that you know you are somewhere very special. It’s a haven for artists and for those who are moved by the realisation of nature’s connection to one and all.

 

The climate is tropical and the centre of the island is apparently the wettest place on this earth. It is also the location for the film Jurassic Park. There are seven main rivers that run down from this point, creating waterfalls on the way down to the Pacific Ocean. Very photogenic, but you have to catch the right light between the rain showers that can suddenly appear.

The Hawaiian language is something else! With only 12 letters, which includes the 5 vowels, we thought it would be easy to learn how to say a few words. Not so, even though the consonants are pronounced just as in English (except for W, which is often pronounced as a V). Some of the words are so long, but no problem as fortunately English is the main language here.

 

Aloha is a word that is used so often and most people recognise this as Hawaiian, even if they have never visited any of the islands. The word has many meanings (for example, affection, peace, compassion) and for the last three hundred years or so, it has been used as an English greeting for both hello and goodbye. But there are deeper meanings of the word and a quick search on the internet will provide lots of results on this. I particularly liked what I found at http://www.huna.org/html/deeper.html and in the spirit of Aloha I hope that you like it too

My first and most serious question is, why on earth should you wish to buy Office for £300?  If you've been using the same software for a decade why not continue?  With the same software. I've been using Office 97 since, well, probably 1997.  Each time my computer changes I just reinstall it.

Why can't you do that?
Couple of months ago I had a disk break and lost my installation of XP.  So I bought Windows 7 (for a touch less than 40€ from Ebay) and Office 97 installed without problem.  On the way I noticed an offer of free Word 97 with Windows 7 but sorry I just made a quick google search and can't find the link.  It will be there somewhere.  Just depends how much you want to save that £300.
Then there's open office although I think libre office is a bit better.
Instead of new laptop why not keep your old one as reserve and get Bruce to cobble together a desktop for you?  It will cost a little more to start but is cheaper in the long run. Screen nearly as big as the TV. Two internal hard disks so data backup is a doddle and safe against a crash. When you spill your glass of wine over the proper sized keyboard it only costs £5 for USB replacement, but big problem with a laptop.  I keep 2 replacements in stock.  Just as an incidental, if you do spill wine etc, immediately shut down, then rinse the keyboard thoroughly, and leave to dry for several days.  I have become quite expert at this and usually have a keyboard propped up to dry while I am using a reserve.

Because office 97 has been withdrawn from use, it is not compatible with Windows 7 or Windows 8 both of which will warn that the software is not compatible. Windows 7 will allow you to continue but the installation is not recommended and does cause Windows 7 to become very unstable. Windows 8 will block the installation of Office 97 entirely. The other reason office 97 has been withdrawn is that is a huge security risk, it cannot cope with macro viruses or malicious code in documents. And another is that it will not open the new office document formats .docx or .xlsx etc. which more and more documents are being produced in.

 

Even office 2003 has now been withdrawn for very similar reasons although this has not been blocked from Windows 7 or 8 yet.

 

Lastly anyone still using windows XP should seriously consider getting a replacement and should NOT be using anything secure on the XP computer no banking, no paying with credit cards, so signing into accounts. XP has finished its life and is no longer updated and therefore its totally unprotected, the virus scanner and other security software can be so easily bypassed they are not worth having.

 

Microsoft do not give office away in any form for free, they did for a short while give office 2010 starter edition away with new computers but this was a very cut down version and only had word and excel. If you see a free download for office then its 100% a fake and should be avoided.

 

Open office or even better Libre office are good but do not have Publisher or Outlook.

 

There is no difference between a laptop and a desktop, either in performance or price both are built using the same technology and in most cases the laptop is slightly faster. Unless you pay a great deal for a high performance or gaming PC desktop.

Water and computers do not mix, do not spill any liquid into a computer or keyboard. And do not wash a keyboard the salt and minerals in the water are left behind when the water dries and can conduct electricity this can lead to the keyboard shorting out and destroying the USB interface on the computer. Silly to blow the whole computer for a cheap keyboard as everything connects on USB and without it the computer is useless.  

You might have gotten away with it but one day it will catch you and its going to be expensive.

Hi Steve,
I had some real problems with Windows XP and the fact they would no longer support it. I looked at several options until a good friend in my village suggested Ubuntu software.
Look it up and download the documents that explain what it does. You can download from their website and it will install and at the same time remove your current operating system or it can sit happily alongside your old system. Ubuntu uses Firefox as web browser, Thunderbird for e mail, and has similar features to office and documents too. It is free and fully supported and the people around here, including me now, sing its praises. Also the hackers seem to concentrate on Microsoft, so there is little intrusion from them.
