Bonjour

So England has qualified for the World Cup next year in Brazil and France hasn’t. That's a shame really because until one of them was knocked out then convivial soirées could have been put together around a match.

Surely the solution for 2022 competition which is being held in Qatar isn’t to move it to the winter, that isn’t going to work with all the leagues around the world so heavily reliant on monies from TV and attendances that they can't change everything around, even with a hundred years notice. Some would say that the nice brown envelopes should be given back to those who donated and they should put the competition up on eBay and only those countries with a score of more than 500 and were further north than the Tropic of Cancer or further south than the Tropic of Capricorn should bid.  Well, you get the idea, none of those aggressively hot places.

It's rather comforting to have seen Angela Merkel keeping her position of Chancellor of Germany.  It would be hard to imagine how things would be going in Europe if there was a complete reversal of all the policies. I wonder if Mr Sarkozy will throw his hat back in the ring for when Mr Hollande is ousted?

There must be a change of Milibands about 6 months out from the next UK General Election? Ed stepping down for his brother to take over?  I am not sure where that will leave Ed Balls, deputy I suppose. David Miliband went off to work for the IRC, it's actually the International Rescue Committee, so maybe he will turn up with new strings in Thunderbird one, just in the nick of time.

Keep passing the Flyer on to others and you should get yourself off to Espezel the weekend after next for a jolly good show, if you don’t mind precipitous drops on your drive there.  That is the weekend where the clocks change. Now what is it? Spring Forward and Fall Backward, that means this one is the good one where we get an extra hours sleep?

And this weekend why not pop off to the Mirepoix Fete de la pomme and do 1001 things with an apple?

When I wrote my article last month, there was a general ‘feel good’ factor around. Not so much because we were about to hold our client seminars, even though these are pretty good, but more about the clear signs of recovery in the global economy.

But what a difference a month can make ……

We have been living through the Eurozone debt crisis, but now we seem to be on the verge of the US debt crisis!

Will the politicians never learn from experience, or will they continue to play this game of ping pong or basketball – or whatever analogy seems appropriate? Maybe Russian roulette is a better description. If they were in Hollywood, I could picture a scene of Obama and Boehner on a dusty road outside a western saloon ready to draw their guns.

17th October is the deadline to end this current impasse between President Obama and Congress. That is the date when the US government will run out of cash to pay its bills, unless it raises its debt ceiling. However, the Republicans will not agree to this unless spending is cut. Will this lead to a reduction in ‘Obamacare’? Tax increases are less likely, since this could stall the US economic recovery. Perhaps they will take a cue from the French government, which in its current budget proposals, plans to make savings by reducing inefficiencies, whether this be relating its operations or certain tax niches.

Who knows what the answer will be, but the eyes of the world are watching. Even China and the IMF are warning the US to basically ‘get its act together’. At all costs, everyone would wish to avoid a US default on its debt, which would have catastrophic effects on the global economy.

With the short time left until the deadline, it would seem that the only option might be to raise the debt ceiling, at least for now. Perhaps by the time this article is read, we will know the outcome or perhaps not, as the politicians appear to be keen to keep their game in play until the final hour.

Naturally, this uncertainty in the US has made the stock markets a little nervous. But we have to look through this short-term ‘disruption’ and keep an eye on our long-term goals and objectives. Interest rates are still not going to rise in the near future and so the alternative of investing in assets, other than cash, remains viable for income seekers and for those who wish to protect the real value of their capital over the long-term.

Closer to home, the French budget – Projet de Loi de Finances 2014 – was presented to parliament on 25th September 2013. Compared to previous budgets, this one is not too bad and certainly less austere. Noticeably, people with wealth do not appear to have been targeted this time. Maybe we have Gérard Depardieu to thank for this.

A summary of the French tax proposals can be found on our website at:

Unwanted software

Watch out for strange software on your computer, if you see icons appear on the desktop for a program you did not install such as reg-cleaner or speed-up–your-PC then you might have something on the computer which could cause it problems.

Its best to remove this extra unwanted software as soon as possible, go to the control panel, click on uninstall a program (or Programs and Features) and look down the list for the program you want to remove, click on it and then click remove or uninstall at the top.

Most of these unwanted software installs leads to big problems, many are infected with virus’s and many break windows by removing things that windows needs, it’s the easiest way to crash your computer. Never under any circumstances run or use any software you do not install yourself (or by a trained person or system manufacturer).

Search engine

If your search engines changes or your start page for the internet changes then you might have a virus or Malware (malicious software) on your computer.

The most notorious of these is Delta or Delta Chrome, you might also see extra toolbars at the top of your internet browser. These changes should not be ignored as they are a sign of an infected computer.

Delta is especially nasty and you may need help removing it, if it’s not removed ASAP, it will slowly download many other pieces of infected software until eventually one of them takes over the computer and locks you out.

All you need to do to check and clean-up your computer is run a scan with Malwarebytes.

If you don’t have Malwarebytes then you can download it from www.malwarebytes.org

I am seeing many of these types of infection each week, the internet has a big problem at the moment and it’s getting worse.

Run regular checks ideally once a week with Malwarebytes.

If you need help or have any questions about your computer please give me a call or send me an email for FREE advice.

Should it really be this hard?

After my little rant in the last Flyer about the inability to buy DIY parts, I asked my French neighbour why this was the situation.  They rolled their eyes and agreed with me, which makes it even more frustrating that it appears to be the accepted way of doing business.

Their reasons for this lack of supply were basically this:

The stores never buy enough stock, because they can’t afford to buy and hold stock they are not sure they are going to move.

So you can go into a store and want to buy, for example, high grade sanding paper in a roll of 120 grain.  You go to the shelf and there is every other grade available but the 120 because that section is empty.  Why buy stuff that doesn’t sell? It’s as if someone has decided that rather than supply the paper that everyone wants, keep the rest of the lower grade unpopular items on the shelf and that you can only re-order once everything is gone.  I’ve been into the same store week after week to find the situation unchanged – no 120 grain sandpaper.  Of course I eventually stopped going there and managed to find it somewhere else.

They don’t buy stock that other stores supply so they don’t compete on a supply or a price basis.  This means they can put whatever price they want on an item, as per my rant about the price of a small piece of tube for a motorbike part in the last Flyer.

Although the stores are part of big national chains they are only covering a small area really, so when all is said and done, they don’t compete with each other.

And with regard to the Velux item I wanted to buy, in the end I called the number on the Velux France website and got a very helpful person who told me that yes it’s true - you can’t buy that product via their website.  She did however give me name of a couple of stores in the region which would stock them and you’ve guessed it - neither of them was the store from which I bought the original Velux window!

Cooler weather and there is plenty to do in the garden.  Now is a good time to start to prune climbing & rambling roses and it is still a good time to plant spring flowering bulbs to ensure some early season interest in the garden.  October & November are still good months in which to move existing plants and plant new ones while there is warmth in the soil but we have had some rain.  Even though we have cooler weather there is still much in flower in the garden.  Abutilon pictum is a shrub with lovely, nodding yellow flowers veined with orange throughout the autumn, it will die back to the rootstock in winter but re-shoots from the base to produce annual stems of about 1m to 1m20 which start to flower in September.  Cyclamen are tuberous perennials which cope with summer drought by being summer dormant but they leaf up in the autumn and flower in the autumn (eg Cyclamen hederifolium) or spring (eg Cyclamen coum), they like part shade.  The popular florist's cyclamens are normally forms of Cyclamen persicum and are not reliably winter hardy in the Languedoc but I know of a number of people who have planted out florist's cyclamens in sheltered spots with success.

For any garden queries do get in touch with Gill Pound ( 04 68 78 43 81 or Gill@lapetitepepiniere.com ). La Petite Pépinière de Caunes 21, av de la Montagne Noire (route de Citou) 11160 Caunes-Minervois. Open on Fridays & Saturdays from 10 to 18h and Sunday mornings from 10 to 12h from the beginning of March until the end of November and at any time of the year by appointment.

Are You missing something?

I don't believe you are, much as I love living in France I find the attitudes of the institutions unfathomable. Earlier this year I went on holiday. Before I went I informed my bank (Credit Agricole du Languedoc) of my intended movements, I received acknowledgement that the message had been received and passed to the appropriate persons.

Needless to say, three weeks into my holiday I had a text message saying that my Gold Card had been blocked due to "Suspicion of Fraud". I had not in fact used it. Trying to get this wunch of bankers to admit fault is a taxing exercise, their General Manager, named Veronique Flachaire, will not acknowledge letters, I have been passed to the Mediateur (WHO IS PAID BY THE BANK!!!) and he says that the reason my card was blocked was because I had withdrawn money from a cash point fitted with a skimmer. I have just sent him copies of my bank statements from August last year and told him that either he or the bank are lying. The only cash points I have used have been those of Credit Agricole, but on second thoughts may be they fit their own skimmer to take even more from clients than they already do.

Steve, I so enjoy reading your script, thanks a lot.

Jackie

Steve,

I have now been living in Carcassonne for over a year – and settled quite well. But, I used to play live music and feel the urge to do so again. Sarah Spence suggested that I might contact you as someone who might know of a group or band looking for an extra bod.

If the music scene is but a distant memory not to be revisited, then I am sorry to have troubled you.

If however, you think you might be able to help; I am 66 and have played in function/covers bands before. I have all my own gear and transport, prefer 60’s/70’s stuff but will play most things, am of limited talent and keep to the script of a rhythm guitarist.

I tried to join a group in the Black Mountain area but found that two hours each way for rehearsals was a bit silly. I have had an ad in SOS music in Carcassonne but only had one response – from a heavy metal band whose stage presence would not be greatly improved by the addition of a balding 66 year old with specs and a stomach.

Kind regards,

Tony
