Evening all.  Yes, the expression comes to mind when I hear all these reports of Jack Warner's so called wrongdoings, but of course that one is a million miles from the “bobby” from another time. However, the one from Trinidad seems to have chosen a colour for the political party of which he appears to be the boss (Independent Liberal Party) that could easily be described as Dock Green. He hasn't done bad for a history teacher. PC Dixon wouldn’t have tolerated any of these shenanigans!

 

PM Valls must be pretty thick skinned for not realising that if you take the government plane to watch your favourite (and not French) footie team people will cry foul.  He is from Catalonia, oh yes, and he is called Manuel, it's beginning to make sense. Silly boy, 20,000€ and you had a meeting with UEFA boss Platini, really not a good defence at this point in time?

Yes, yes I am still going on about FIFA but isn't it strange that the two most teflon and bullet-proof characters of late have had the initial SB? Berlusconi and Blatter. Absolute power corrupts apparently,  whatever your name is.   In what world does someone suspected of crimes against their employer resign and then be given six months to clear their desk?

The sales of shredders have gone through the roof at Staples Switzerland.

Lost in France

I was talking to an American friend the other day about his move to France.  Previously when he had been here he had been sort of unofficial and one of the main things that had concerned him was his lack of documentation allowing him to drive legally in France.  This time he had returned for a longer period and had been less lax at sorting out his official documents, one of which was his driving licence.

 

He was most recently resident in Florida and it appeared that there was a driving licence exchange system in place between the some of the United States of America and France which included Florida.  But, and it’s a weird ‘but’ for me at least, not every state allowed this exchange.   I’ll just add that as an American he did need a Carte de Sejour to do this, so that was a whole different form of bureaucracy as the people who have resided here for a good while will know.

 

Because I don’t have a life, I began to wonder why this was the case, why were some states more ready to allow their citizens to exchange their driving licences for those in France?    And I also wondered why some states did have this right of exchange and then had it taken away from them or cancelled.  Once members of the exchange system and then excluded are Wisconsin and Kentucky, why?

 

All a bit bewildering, and I couldn’t actually find the answer to this but in my research I found that Delaware and Pennsylvania, as the first two states to ratify the constitution had the exchange system in place but New Jersey as the third state didn’t and more surprisingly neither did New York nor Louisiana.   I don’t think it is anything to do with history, or any similarities between the French and the American constitution.  It was possibly something to do with federalism and each state government being able to make its own decisions and some being more forward-thinking than others - perhaps?

 

If anyone knows more about the history behind this do tell.

 

I will just also mention in that doing the research for this I went onto the Virginia (10th state to ratify the constitution) Department of Motor Vehicles website to see if there was something about driving abroad and thereby eventually giving me an answer, but with over 20 pages and over 200 forms to plough through I soon gave up, also proving that France was not the only country drowning in bureaucracy.

It’s a sad but true fact that you can’t please all of the people all of the time.  While most of us dance a little jig each time sterling pops its head over the 1.40 mark, however briefly, others wince and reach for their calculators, working out how much less they are now worth in sterling terms. For various reasons, as we have discussed before, people decide to ‘go home’.  The very fact that they describe it in those terms probably makes them all the more likely to take that decision in the first place, but the fact is that the older we get, the more compelling the argument can become to return to our roots.

 

There are currently two main problems for those who come to that decision today.  The first is the exchange rate, and the second is the housing market.  How unfair is it that many of us came to France on the back of a strong pound, then congratulated ourselves when it collapsed, only to find that when we need it to stay weak, it bounces back to bite us where it hurts?  And to compound matters, our cherished piece of French real estate turns out to be worth a fraction of our own valuation.  I don’t think this is particularly a French issue though, unless we (surely not?) were persuaded to pay more than the property was worth in the first place.  I learnt many years ago that if you think you might want to move home at some time in the future, plan ahead.  Don’t wait until you want/need to sell;  bide your time.  Advertise early, and wait for that elusive buyer who really wants to buy your home.  Easier said than done though, I must confess, although I have in the past been successful in selling a ‘quirky’ house on this basis, and buying a much more sellable property, purely to put myself into a more flexible situation where I knew I could move quickly if I needed to.  Even then some ego inflated politician started a war and help up our move to France for quite a few months.

 

No, you can’t please all the people all the time, but what you can do is try to give them the best advice at all times.  If you get that right, then major upheavals such as moving back ’home’ can be made less of a trial.  A good example is investment advice.  I estimate that currently around 5% of my clients are in the process of moving back to the UK, or are thinking about it.  I know for a fact that all of them are happy that they took my advice to invest in what I class as ‘Expat Assurance Vie’ policies.  I call then this because I know full well that they are designed for and aimed at the expatriate market in France.  One major advantage is that they are completely portable.  It is easy to convert the policy to a standard UK investment bond.  You could even have stayed invested in sterling, but if you had switched to Euro, you can switch back.  If the current exchange rate deters you, there is nothing to stop you going back to the UK with your investments still in Euros, to be converted when the rate goes back down (as it surely will).

 

In part I blame social media for this new type of expat existence.  Originally, when you moved abroad, you kept in touch by mail.  Good old fashioned post.  If something of note happened, either abroad or in the UK, you would write to your family and tell them about it.  If it was very urgent, you’d phone, but that was expensive.  Nowadays little Jimmy in Tonbridge Wells starts teething and the whole world knows about it in minutes.  Don’t get me wrong, I’m not a complete dinosaur when it comes to these matters; I have a Facebook page.  I don’t really know how to use it though.  I’ve never found my ‘Wall’, and I’ve never enjoyed being poked.  As for Twitter, I’ve never understood the rationale behind it, never mind how to use it.  I thought retweeting was military code for a strategic withdrawal.

 

I suppose it all has its uses, but it makes the world a more volatile place.  Sometimes you can just have too much information.  Sometimes it’s better to let someone else take over and do ‘stuff’ for you.

 

Maybe a financial adviser for example…

Windows 10 is coming.

 

 

 

If like many people you have been frustrated or putting of upgrading to Windows 8 then hope is just around the corner, Windows 10 launches on 29th July. Many people are now starting to see a popup message in Windows 7 and Windows 8/8.1 asking them to pre-register for Windows 10, this is a real message and not a fake. It’s a good idea to register now that way you will be able to download Windows 10 as soon as it launches.

Windows 10 will be FREE to anyone who has Windows 7 or Windows 8.1 (if you have Windows 8 you must 1st upgrade to Windows 8.1 also free from the Microsoft store) and who upgrade to it in its first year after launch. I have been testing Windows 10 from any months and its very very good, its faster than Windows 7 and a great improvement on Windows 8/8.1.

 

The horrid start screen is finally GONE and back comes a new style start menu. This new start menu gives a list of all programs and also a customisable area for the apps and app previews. The app previews are small views of things like the weather, currency, exchange rates, date time, news etc. The popup charms bar on the right is gone, and so are the popup hot corners of the screen.

 

Apps can now be resized in a window instead of being forced to be full screen, there are multiple desktop areas so you can keep some program open for business and have another area for home. There is a new version of Internet Explorer for browsing the internet called Edge, it much faster, safer and has much more up to date feel. If you like to talk to your computer you can use Cortana a voice activated person assistant.

 

Finally Windows 10 has built in sync between all locations, so if you have two or more computers/tablets running Windows 10 is will sync your setting and data automatically using Onedrive cloud.

I would strongly advise everyone that can to upgrade to Windows 10, it will keep your computer running smoothly and quickly, it will keep you safe with its new and improved security features and above all it will allow your computer to continually upgrade/update as Microsoft release new features and functions for Windows 10 from this point on Microsoft are switching to a rolling upgrade program.

Solution.

Assuming trumps break 3/2, you have five trump tricks, two hearts, one diamond, two clubs and a club ruff in Dummy making eleven tricks. You need one more. Hearts may be 3/3 but diamonds 4/3 is better odds. Win the lead in hand and duck a diamond. Win the return, draw two rounds of trumps, cross to the King of clubs and ruff a diamond, ruff a club and ruff another diamond. Draw the last trump and use your heart entry to cash the diamonds.

April and May were both apparently warmer and drier than average and we have had a very warm start to June; do keep an eye on the watering needs of anything you have planted recently.  There seem to be a lot of aphids (greenfly etc) around at the moment and you may wish to take action against them.  One solution is to plant plants which encourage insects which are aphid predators (eg ladybords, hoverflies and lacewings), tagetes, calendula and morning glories are all good for this.  Another simple solution is to spray with a dilute solution of washing up liquid (about a teaspoonful to a couple of litres of water), this literally suffocates the aphids.

A group of Mediterranean native little shrubs which are just coming into flower are the santolinas, sometimes referred to as cotton lavenders. They need little water and associate well with other natives such as lavender, thymes, low growing cistus etc.  Most people are familiar with the silver foliaged & yellow flowered Santolina chamaecyparissus but the green foliage of Santolina viridis makes a super contrast to this and there are other species with different textures to their foliage, some with yellow and some with creamier flowers.  Most grow to about 50cm high with a similar spread and appreciate full sun and good drainage.  They can be clipped back after flowering.
